Adult Steppe, by silhouette in combination with the broad and sparse underwings barring, which is pretty diagnostic of this species in adult plumage. Type of barring differs in Clanga species. Some ad Tawny may be similarly barred, but long and broad wings and rather short tail speak for Steppe in this case. With thanks to Dick Forsman.
