Most likely a (European) Griffon Vulture. Dark eye, almost uniform dark grey bill and no molt of the lesser and other coverts, all fresh, make it a likely first year bird. There is nothing in the plumage (from this angle) to separate it from the light form (fulvous in colour) of Rüppell's found in Ethiopia, but the proportions of the head look good for a Euro Griffon. Thanks to Ohad Hatzofe, Dick Forsman and Bob Dowsett for their comments.
